Proposal Manager (Business Development Operations)

Position Overview:

The Proposal Manager drives proposal and budget creation, reviews Contracts and Change Orders, maintains pricing strategies for current and future lines of business. The Manager ensures frequent communication and collaboration amongst Sales, Science & Medicine, Client Services, and Product Innovation teams to create customized solutions. The manager also supports pipeline reporting to leadership teams.

Essential Duties and Responsibilities:

Business Development

Support the geographically dispersed sales team by managing the proposal development life cycle (consulting, scoping, budgeting, and proposal writing) from lead generation to the transition to project delivery.Provide access to the content expertise and consulting required for effective business development.

  • Manage multiple proposal efforts, in various stages, concurrently.
  • Oversee scoping process and work with the Strategic Account Director in proposal/budget development.
  • Function as a liaison amongst Sales, Science & Medicine, Client Services, and Product Innovation teams to compile a complete and accurate scope of work for each proposal.
  • Maintain a central information repository, and be able to incorporate recently discussed strategies, pricing, and lessons learned into new proposals and Requests For Information
  • Manage pipeline tracking.  Support a comprehensive database of Leads and Proposals, and ensure that the information in the system is accurate and up-to-date.  Support written and verbal updates on active Leads and Proposals at regular status meetings. 
  • Expand work at existing clients by proactively identifying opportunities and pursuing those opportunities in collaboration with the Strategic Account Director.
  • Participate in hand-off meetings from Sales to Client Services teams.Support the Sales team by working with Project Managers to ensure smooth project transitions.
  • Contracts Management
  • Prepare final pricing of Start-up Agreements, Work Orders and Change Orders
  • Work actively with Project Managers to identify Out-of-Scope tasks.Develop Change Orders in conjunction with the Delivery team and support their execution.
  • Support the execution cycle of contractual documents
  • Review contracts and coordinate with the Contracts Department for appropriate contract language
  • Track and report contract status and notify Delivery teams, Strategic Account Directors, and Leadership when activity at-risk exceeds established thresholds.
  • Departmental Management
  • Supervise Sales Analyst and/or Coordinator.
  • Develop, maintain, and communicate a comprehensive Sales life cycle work flow process.
  • Refine and further develop the business model by developing and improving business processes, implementing best practices and templates, and seeking ways to work more efficiently.
  • Liaise with Finance around pricing model enhancements.

Skills & Competencies


Bachelor’s degree in business, science or related field with emphasis on writing and analysis

Requirements:  (Knowledge, Skills, Experience):

Minimum 5 years’ experience in business development, project management, pricing/cost budget development and/or proposal writing in the Pharmaceutical industry, CRO or related field. 

Ability to work well with Senior Management.

Must possess exceptional writing skills combined with the ability to readily grasp concepts, processes, and desired tone; ability to convert clinical/scientific input into intelligent, readable prose.

Must be self-directed, results-oriented coupled with strong attention to detail, strong people skills and good judgment.

Must be able to focus and prioritize effectively to complete his/her work in a demanding, deadline oriented environment.

Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio) and Adobe.
